The country's electricity issue will be a major discussion in the plan, as minister of Agriculture, Forestry and Fisheries, Tina Joemat-Pettersson has failed to come to grips with the load-shedding debacle.

Home Affairs Minister Malusi Gigaba is also under scrutiny for her part in altering visa requirements in a bid to halt child trafficking. Whilst a vital step in protecting children, the law has failed to be accurately regulated, resulting in many visitors being turned away at the gates.

Tourism in the country has dropped significantly since its inception with a recorded 40 percent less tourists from China – a scary factor for a country where tourism plays a large part of its total revenue.

Although sources close to the government claim a reshuffle is highly unlikely due to the ANC's NGC or National General Council in October. This annual event is where all work by the party is taken into account.

If Zuma carries out a cabinet reshuffle, this would likely set off a debate on leadership that would be detrimental to the party at the elective conference in 2017.

Many believed, following the passing of Collins Chabane, the post of Minister of Public Service and Administration would have been announced.

Zuma commented, "Government takes its own time. It will certainly be done, at the right time, at the right moment".
